The Joint List's Platform
There is another way
An action plan for full equality and for ensuring safe lives and a better future for both peoples, and for defending the civil and national rights of the Arab public
Basic Principles and Goals
A national and democratic partnership for the defence of the Arab public and the struggle against fascism
The Joint List is running in the elections to the 26th Knesset, on 27 October 2026, out of political and national responsibility, and in response to the will of the public supporting the partnership between its three components: the Democratic Front for Peace and Equality, the National Democratic Assembly and the Arab Movement for Renewal. This alliance is founded on taking a stand against the policies of war, occupation and apartheid, and against all forms of racism – first and foremost substantive racism against the Arab public; it bears its collective demands, and strives to stand against crime and violence, to achieve equality in national and civil rights without trading one for the other, and to build the broadest partnership of progressive Arab-Jewish struggle to confront fascism and its penetration into the centre of power.
The Joint List expresses the national political will of the Palestinian citizens of Israel and the unity of their struggle, as an indigenous national group with a national and civil cause, as well as the partnership in struggle with the progressive Jewish forces opposing the occupation, racism and Jewish supremacy, and constitutes a genuine democratic alternative to the racist Zionist consensus.
The Platform and Basic Principles
The Joint List strives to change the existing political, social and economic reality, to fight the spread of fascism under the government of Benjamin Netanyahu, and to act to halt all Israeli wars – chief among them the war of annihilation against the Palestinian people. The list is based in principle on the political platform of the first Joint List (2015), and works to realise this vision through representing the national and civil issues of Arab society with head held high, without trading one for the other.
This vision rests on the essential connection between the national and democratic struggle and action for a safe life with dignity. Hence, we place the individual and their dignity at the centre of politics: we link the national and civil rights of the Arab public to social justice and peace, defend the security of our families and our homes, our children's education, our health, and jobs and a life of dignity, and act to translate our joint power into tangible change in people's lives. This is our platform, and these are the issues we will place at the top of our priorities:
From War Policies to a Just Peace
Stop the war, put an end to the occupation and achieve a just and comprehensive peace
We struggle to end the occupation, stop the genocide and establish the Palestinian state
- We work to consolidate the cessation of the war and the genocide and prevent their resumption, to lift the siege on Gaza and end military control over it, to guarantee aid, reconstruction and the return of the displaced, and to resume the operations of international organisations, foremost among them the Relief and Works Agency for Palestine Refugees, UNRWA.
- We fight annexation, settlement, displacement and settler violence, and stand for the protection of the civilian population, the holy sites and freedom of worship, and for bringing those responsible for violations to justice in accordance with international law.
- We are committed to ending the occupation and throw our full weight behind any move that will lead to its end and to the establishment of an independent, sovereign Palestinian state on the borders of 4 June 1967 with East Jerusalem as its capital, alongside Israel, and to a just solution to the refugee issue and their right of return in accordance with international resolutions, foremost among them Resolution 194. We work to advance a serious diplomatic process with the PLO that will lead to a just and comprehensive peace and guarantee the rights of both peoples to equality between them, and freedom, security and dignity for all peoples of the region.
From Violence and Crime to a Secure Life
Stop organised crime and ensure the security and lives of Arab society
We fight the war of organised crime and violence in Palestinian Arab society, and hold state institutions responsible for their spread and for their failure to provide personal security.
The steps we will work to implement
- Implementing a comprehensive and binding government programme to dismantle crime organisations, carry out enforcement against their networks, collect illegal weapons, dry up their funding sources, and fight protection rackets, money laundering, and corruption. We demand protection for witnesses, business owners, elected officials, and workers under threat.
- Structural change in state policy, which will end discrimination and guarantee equality, development, and social justice, and tackle the structural causes of the spread of crime, including land, housing, and planning issues.
- Expanding prevention programmes and education and employment opportunities, which will protect young people from exploitation and from being enticed to join crime networks.
- Supporting victims of crime and their families, and strengthening mutual aid networks, youth and community frameworks, reconciliation and sulha committees, and civic initiatives.
- Building the 'Coalition for Life' together with local authorities and community institutions, to strengthen joint action in the fight against crime, alongside placing full responsibility on the state to defend and safeguard the rights and freedoms of citizens.
- We view the poor economic situation in Arab society and its ramifications across various areas of life as one of the factors behind the spread of crime; likewise the stringent banking restrictions imposed on a significant part of the Arab public (under the pretext of its economic condition) — which push many to turn to loans on the black market linked to criminal gangs.
From Racism to Full Equality
Fight racism and discrimination and achieve full substantive equality
- We fight for recognition of the Palestinian Arab public as an indigenous national group and as part of the Palestinian people, to guarantee its collective, national, and cultural rights, and to protect its identity, language, culture, and holy sites.
- We work to achieve full substantive equality, and for a constitutional infrastructure based on equal citizenship for all citizens, regardless of their national, religious, or other affiliation, which will guarantee equality, individual and collective rights, freedom of conscience and belief, and the separation of religion and state, and will prevent racism, fascism, and tyranny.
- We work to repeal the legislation and policies that entrench Jewish supremacy and racial discrimination, foremost among them the 'Nation-State Law', the 'Kaminitz Law', the 'Nakba Law' and the 'NGO Law', and against the other racist and fascist laws, policies and practices that harm rights and freedoms. We confront the discriminatory restrictions on family reunification, and demand guaranteed equality in resources, opportunities and representation.
- We defend the political legitimacy of the Palestinians inside Israel and their right to political activity and representation, and confront attempts to disqualify candidates and lists, and the policy of criminalisation and persecution directed against parties, leaderships, activists, civil society organisations, and voices opposing the war and the occupation.
- We fight racism and persecution and defend democratic freedoms, foremost among them freedom of expression, association, demonstration, and political, trade-union and academic activity, and fight against administrative detentions and the policy of restrictions and repression, and for the protection of the rights of prisoners and detainees.
- We stand against all attempts at legislation that would prevent free political organising in universities and institutions of higher education, including freedom of political activity and expression.
From the Threat of Demolition to the Right to Build
Stop home demolitions and achieve our right to land, housing and construction
We fight for the protection of land and homes, the rights of the displaced, and the expansion of Arab localities
- We work to halt the home demolitions resulting from the planning siege, to repeal the Kaminitz Law and the fines derived from it, and to regularise the status of existing homes. We demand an expansion of jurisdictional boundaries and building areas, and the acceleration of the approval of comprehensive and detailed master plans in accordance with the residents' needs and on clear timetables, in a manner that will guarantee the right of Arab localities to develop.
- We stand against land expropriation and the policy of exclusion and Judaisation of the Galilee and the Negev, and work to return expropriated lands that were not used for the declared purpose of the expropriation, and to involve residents and local authorities in decisions concerning their land and their future.
- We defend the rights of the internally displaced in Israel, foremost among them the right of return to their villages and their right to reclaim their lands and property.
In the Negev: From Demolition to Recognition
Stop the demolition and displacement and achieve recognition of the villages and their residents' rights to land and ownership
Recognition of the villages, steadfastness on the land, and full services
- We stand against the plan to displace the Arab villages in the Negev and expropriate their lands, and work for the recognition of the unrecognised villages, to stop the demolitions, displacement and dispossession, and to strengthen the residents' hold on their land.
- We demand the allocation of the required budgets for establishing and developing infrastructure, connecting the villages to water, electricity, roads and transport, and provision for schools, clinics and other basic services.
- We work to advance a just resolution of ownership issues, which will be founded on recognition of the residents' rights and dialogue with them, and on compensation for the damage of demolitions, expropriations and displacement.
- We emphasise that basic services are the right of every person, and work to guarantee them unconditionally and without them serving as a means of pressure on people to leave their land.
From Enforced Ignorance to Education and Equal Opportunities
Fight enforced ignorance and exclusion, and achieve our right to self-management of education and equality of opportunity
High-quality, egalitarian education from childhood to university, and self-management of Arab education
- We fight for an education system that serves all students in full equality, instils values of democracy, tolerance and openness to the other, rejects racism, and prepares future generations to confront the challenges of the changing world in which we live.
- Self-management of Arab education, which will ensure its pedagogical and administrative independence, a deep and thorough reform of the Arab education system and its goals, and the achievement of justice and equality in the distribution of resources and budgets.
- We defend education that strengthens Arab and Palestinian national identity, the Arabic language and culture, preserves collective memory, and teaches Palestinian history and narrative.
- We strengthen critical thinking and discourse founded on democratic principles and the rejection of racist discourse, and strengthen the status of teachers and freedom of thought and debate.
- We work for free, high-quality public education from early childhood to higher education, and the allocation of free public day-care centres and educational frameworks for children, from birth to age three.
- We demand the gradual abolition of parental payments, the reduction of overcrowding in classrooms, the development of schools, laboratories, and arts and sports facilities, and the strengthening of special education services and emotional support.
- We work to lower the cost of higher education, expand scholarships and student dormitories, establish an Arab university recognised and funded by the state, and ensure fair procedures for the recognition of degrees from universities abroad.
- We stand against all attempts to legislate laws and work regulations that would restrict freedom of political organising in universities and higher education institutions, including freedom of political activity, expression and activism.
From Housing Crisis to Stability

Securing land and housing for young people and families

End the neglect of Arab localities and ensure their right to development and prosperity

Social justice and a fair distribution of resources
- We work to confront monopolies and the dominance of large corporations in the markets, and to tighten price controls on food, medicines, electricity, water and basic services.
- We demand that companies be required to disclose product costs and their profits, and that price controls be implemented when necessary, to prevent the exploitation of the public and curb price increases.
- We fight for progressive taxation (in which those with high incomes and large profits pay a higher tax rate), which will ease the burden on low- and middle-income earners and increase the contribution of big capital owners, corporations, and banks to funding public services.
- We work to redirect budgets to education, health, housing, social services, and employment opportunities, instead of consuming them on war, occupation, and settlements.
From Exhaustion to Fair Wages

Fight the policy of deepening poverty and exclusion and achieve the right to social justice
Just development, social justice, and guaranteed public services accessible to all

- We support national and community institutions, foremost among them the High Follow-Up Committee, the popular committees, civil society organisations, local authorities, and youth, women, student, and trade union frameworks.
- We strengthen community involvement, joint volunteering and action, and the values of mutual solidarity and shared responsibility, to protect the social fabric, fortify the Arab public's ability to organise, defend its rights and its national and civil interests, and deepen its political presence.
For Accessible Healthcare
End neglect and discrimination in healthcare services and ensure our right to accessible and equitable medical care

How will we turn the platform into action? We have the power to change, with dignity and our heads held high!
Unity, independence and genuine partnership bring about real change
First — through unity, and by representing the collective and individual issues of the Arab public with our heads held high.
We translate our votes and our electoral weight into an independent political force that acts to bring down the fascist right-wing government and its political agenda, and puts the demands of the Arab public and its national and civil priorities onto the agenda and before anyone who dares to present themselves as a substantive alternative to this agenda and is interested in building parliamentary understandings as equals, based on respect for the rights of the indigenous minority and its national and civil issues.
We work to realise our platform through legislation, parliamentary oversight, committee work and the use of budgetary tools, alongside legal action and international advocacy, and cooperation with local authorities, trade unions and grassroots institutions. We are building the broadest Arab-Jewish partnership of struggle with the forces of peace and democracy and the social movements opposing racism and the occupation, connecting parliamentary work to public struggle and community organising. We commit to continuous contact with the entire public, and to involving them in setting priorities, monitoring the implementation of the platform and evaluating achievements — because our power begins with the people and for the people!
We have the power to change.
